When I fished for cats, I alawys used chicken livers, too. But a friend told me to take the toe of a pair of pantyhose, put the liver in it, tie a knot right above it, and hook it. The mesh allows the scent out, but holds the hook better than the meat does. Just tie knots in both ends of the next piece, and keep cutting pieces of pantyhose going up the leg, because just using the toes gets expensive.
